This is why many mages learn and use the same tried, tested and publicised spells - fireball, frost nova, blink, conjure food, and spend many months learning them - with higher level mage work being developing new spells, theories and incantations once one has grown adept enough. The danger is that unless you're 100% sure of what magic words you're using, or you pronounce the incantations incorrectly, the magic might just poof without any effect in your hands - or release violent amounts of magic enough to have it explode in your face. Being very hypothetical here of course, but imagine the word for 'Explosion' might just be Arcane Explosion, but if you add Frost or Fire incantation to it, it becomes Frost Nova or Blast Wave. Over time we learn what the magic words for things are. Through a process of trial and error on which incantations produce what results, through theories put to the test in experiments and so on. I don't think there's a finite amount of spells, but an infinitely long dictionary of words, that we're still learning to piece together to produce different result, with experienced mages having memorized more words of that dictionary. I prefer to think everyone has a magical muscle that, like any other muscle, can grow and become stronger as one uses it more often - and we refer to this muscle as mana, which has also been very much confirmed as a real thing within the lore. There are wizards, who study to learn spells, such as human mages in Dalaran, and sorcerers who wield magic as an innate power - like the Highborne / Blood Elves, because it is a deep part of their society (at one point, as necessary to them as water and food). I agree we might not understand the meaning of an incantation, at least until it is spoken, and used in tandem with other words to determine what effect it has. We saw Khadgar do it several times, and the condition that prevents us from casting spells is being Silenced - unable to speak. Verbal spellcasting is definitely the means through which magic in WoW is done though. I'm inclined to say it works quite well, actually. Your theory would work great for rune magic, but not verbal spellcasting. You just say it, sometimes without even understanding the true meaning.
